各有关高校：
为了进一步支持中英教育科技交流与合作，切实支持两国对口高校开展“强强合作”，特别是承担国家重大科研项目或课题，设有国家重点学科基地以及与英国高校及科研机构联系密切,开展实质性合作的高校，根据中英两国教育部关于设立中英优秀青年学者奖学金项目协议，国家留学基金管理委员会（以下简称留学基金委）2006年拟选派50名留学人员赴英著名院校（名单见附件一）攻读博士学位或
一、选派专业：
本项目主要资助重点高校优秀青年科研人员，支持建立联合高科技实验室项目和自然科学的基础理论研究项目。选派专业仅限2006年国家留学基金重点资助的学科、专业（详见留学基金委网站www.csc.edu.cn）。优先支持能源、资源、环境、农业、制造、信息等关键领域的重大技术开发，重大专项及信息、生命、空间、海洋、纳米及新材料等战略领域的前沿技术和基础学科研究。
二、推荐人选应符合以下条件：
1、热爱社会主义祖国，具有良好的思想和业务素质并在工作，学习中表现突出，具有学成回国为祖国建设事业服务的责任心和责任感。
2、身心健康（需提交市级以上医院出具的体检证明）。
3、被推荐人选应是具体从事科研或教学工作，具有一定发展潜力的在职青年骨干教师，科研人员或在读硕士、博士生，所学专业应与其申请的留学专业一致。暂不受理无业人员，个体从业者及正在境外学习或工作的人员申请。
曾享受国家留学基金资助出国留学的人员，回国后至少工作五年以上方可推荐。
4、申请博士后留学人员应具有博士学位，年龄不超过40岁。申请时博士毕业时间应在三年之内，暂不受理正在国内博士后工作站从事博士后研究人员的申请。

5、被推荐人选应具有良好的英语水平，雅思6.5分以上或托福600分以上。
三、推荐人选应提交下列材料：
（一）申请材料：（一式一份）
1、《国家留学基金管理委员会出国申请表》
2、《单位推荐意见表》
请被推荐人选登陆“留学基金委网上报名系统”（http://apply.csc.edu.cn）完成网上报名后，打印《国家留学基金管理委员会出国申请表》，由各单位审核并加盖骑缝章后连同《单位推荐意见表》（须具单位人事部门填写，并加盖单位公章）一并提交留学基金委。
（二）对外联系材料：（一式两份）
1、《UK/CHINA SCHOLARSHIPS FOR
EXCELLENCE APPLICATION FORM》；被推荐人选在选择意向留学院校时，需根据其留学专业选择英方五星级专业的院校，如意向院校无相应五星级专业则不能填报。
2、如与英国高校（或科研机构已有校际合作协议，请附协议中、英文文本复印件；
3、个人简历及英文译文；
4、已或学历学位证书复印件及英文译文；
5、身份证复印件；
6、两封专家英文推荐信（须有专家亲笔签名）；
7、详尽的研修计划及英文译文；
8、雅思或托福成绩单复印件；
9、本科以上阶段发表或出版的论文列表及英文译文；
以上（一）、（二）材料请按顺序整理并单独装订，并请连同贵单位正式推荐公函至迟于
四、本项目实行差额选拔。留学基金委将组织专家对候选人的申请材料进行评审，并确定候选人员名单。候选人被录取后将作为国家公派留学人员派出，留学身份为博士研究生或博士后，博士后研究人员在英国的留学期限为一年，博士研究生的留学期限最多不超过三年。英方将支付被录取人员的全额学费及科研费用，在英生活费及往返国际旅游有国家留学基金负担。
五、根据国家公派留学的有关规定，被录取人员出国前须与留学基金委办理签约、公证及交存保证金等手续。对未被录取人员，留学基金委不再负责派出事宜，请各有关单位和申请人提前做好学习、工作安排。学习结束后需严格遵守《资助出国留学协议书》的相关规定，按期回国服务。
六、根据有关规定，被推荐人选应交纳报名费、评审费共500元/人。请通过银行划转或直接交至留学基金委基金与财务部。汇款凭证复印件请随申请材料一起寄至留学基金委出国事务部。
